The Israeli Ministry of Economy naturally encourages Israeli companies to employ local Israeli workers, however in cases where a company needs to employ a foreign worker; it is able to do so under the expert worker visa program conditions.
The B/1 expert visa process has 2 stages: First, receiving the work permit, second, receiving the actual work visa in the passport of the foreign worker.
In the first stage the company must explain why it needs to employ a foreign expert worker. A government committee reviews the request and decides if to grant the employment permit.
In the second stage, the company submits the visa request to the Ministry of Interior and the B/1 work visa is issued.
The Israeli company must pay the foreign worker a minimum salary of twice the average Israeli salary. The employer also is required to take care of the foreign worker's health insurance
The B/1 expert work visa is granted for one year at a time, for a period of up until 5 years.
American based companies who wish to do business in Israel may be able to establish a local Israeli company, or register the US company in Israel, and apply for the B/1 expert work visa. This will allow this company to employ a worker they chose to represent the company in Israel under the foreign expert work visa.
